Not to be a smart a** but best way is to reshoot with better light.
Short of that, it depends on the content, how bad the footage is, and what other problems it has beyond being "underexposed." For typical low light event (e.g., wedding) with some bright items in it such as lamps, I might first apply noise reduction (e.g., NeatVideo) and then apply color correction & brightness filters (e.g., YUV curves) to taste.

Like John said, screen filter to the top clip and adjust its transparency track is the way to go for underexposed shots, you can also add about 20 motion blur to both clip if there are not much movement and you have some decent noise reduction.I7-6900K, X99 Taichi, Geforce GTX 1070, Corsair RM850X, Corsair H100 IV2, Windows 10, Edius WG 9.30

Can also use the YUV filter and expand the mid levels and add some colour but make sure the waveform monitor is open to see what your doing and drag down the low level to around 0 to make sure the blacks don't look grey !!!

I used NeatVideo via VirtualDub. After capture I process the clips in Virtual dub, then edit as usual. NeatVideo is a commercial product, VirtualDub is available under the GNU General Public License ("free").
If I have a lot of material but only plan to use some of it, I will do the rough edit, then process only the clips I intend to use. I substiture the processed clips in the bin for the unprocessed clips, then finish the edit doing color corrections, etc. as needed.
Just be aware that NeatVideo noise reduction takes time - it can take a lot of time, so processing only the clips you actually use can be a significant time savings.
Be nice if NeatVideo had a real Edius plug in, but none so far.

I opened the .AVI file of concern in VirtualDub and applied the NeatVideo procerssion. This was outside the Edius environment. If only parts of a clip need noise reduction you may want to cut the clip (e.g., in VD) as a time saver.
As I understand it it is usually better to apply noise reduction prior to other filters that might overprocess due to noise content (e.g., sharpening).
