Apply chroma key to mixer track, then apply Picture in Picture to same track. Works fine for me??? Won't alow 3dPiP though.... If you just want to resize your key'ed footage, then PiP works fine.
When I go out, I wear my EDIUS T-Shirt.

I often resize and position a chroma key with the layout tool, however it does not have keyframes

problem there is that pip is very limited and does not enlarge object more than its original size what we need is the layout tool with keyframes and a garbage matt tool incorporated

the chroma keyer has a rectangle tool which is handy for removing unwanted areas

a matte choke with pixel level blur/softness is still on my whishlist, meanwhile I use BorisFX9 for clean keys

Only solution I could come up with is to resize, export file and apply chromakey to that. Tedius edius.

If you create a transparent video from your original, you can apply 3D PiP any way you like.

Take a look at Creating 'transparent' video using chromakey

but should it be this hard there are a lot of steps there, and then your locked in to it...
                needs a better soulution

When Alpha is fully supported, I'm sure you can make a new sequence with Crhomakey and drop that into another one while retaining the Alpha channel on the sequence and add a 3d PinP keyer to it...I can only wish :D
