Jim, is the drive an older usb 1 version? A usb 2.0 should
play that back pretty easily. If it is a 5400rpm version
that could offer an explanation of it sputtering.
Your motherboard has usb 3.0 on it. You can pick
up a 3.0 drive for pretty cheap.

Why don't you do the obvious test???? Copy the file back to your internal media storage drive, and see if it plays properly. If it does, then it is quite obviously your external bus speed.

are you playing the external drive HQ file with Windows Media Player? If so, it will flicker because WMP is dumb and has no idea that the file is upper field first and plays it in lower field first

Microsoft assume all avi are lower field first, like their DV.avi
