    I wanted to know is there a way to make this in a transition? To go from focus, to out of focus, to focus.

    You can tho that with Vitascene (transitions) which is bundled with EDIUS.

      Go to the registered users section and download the Vitascene plugin and look for blurs under the transition choices. Don't choose Filters...that is not what you want.
