export between in/out broken

4.51c does not export to the out point if the out point is past the end of the clip, export stops on last frame of clip, it worked fine in 4.03 and all earlier versions

I always add the out point a second after the end so that the DVD does not jump back to menu during fade out

now I always have to remember to add a dummy black clip to the end but I keep forgetting

I've been trying to find a way around this, I mean easier than adding black.....no luck as yet.
