Export icon grayed-out

I have one project where the Export button is grayed-out. In other projects, the Export button is enabled and works properly.

Does anybody know what would cause the Export button to disable?

I sometimes had a similar but intermittent problem with 4.1, and the solution was to set an in and out point on your timeline. Setting the in and out activated the buton. Try it. Does it work?
