I figured it out
it snaps to an invisible point, of where the clip was once parked
try it yourself, place a clip on an empty timeline with clear room in front and back of clip, then slide it along and find that it will snap to invisible points where it once rested, I will see if I can disable this in application settingsAnton Strauss
