Are you looking to make a custom thumbnail of your new effect? I'm not sure this is possible.
The thumbnail is inherited from it's parent category/type.
That is, if you make a special custom colour correction effect, the thumbnail will be that of the inbuilt colour correction filter that was used as a base for your new effect.
Hope this makes sense.
Otherwise, if you switch your Effect Pallete to 'Folder View' you should be able to see thumbnail/icons for all effects in the system - maybe this is what you're looking for?
