    Easy!
With ether titler, you can use Windows Character Map to find an arrow in your fonts, then use 3DPiP to animate.

Very easy to make in Photoshop and then save for all future use.

Esay- but i do find the odd bug!

If you have not worked it out yet - let me know.
Do this nearly on a daily basis...highlighting suspects and offenders on CCTV!

Very quick to to do but the 3D-PIP has changed since from V5 to V5.12.
I found it easier in V5 but V5.12 doesn't allow me to easily navigate around the controls.

I create my circle in TMP (arrow in your case), and then stick this on V2 for the time that i want it to appear.
Apply the 3D-PIP and then open up the effect.
I move the circle for my first keyframe and then move it to my end keyframe. I then scroll backwards and add keyframes to ensure it stays central to my 'bad guy'!
Out of effect editor and job done.

        Good luck
