    clip audio properties tab, set to mono1 or mono2 and it will be stereo :)

    Do you want a stereo effect or just the mono mic in both channels?

    Quick and dirty...
    Add the Panpot and Balance filter, adjust L/R channels to center.
    Save as a preset and use as needed.

    Better way...
    With your Sequence settings set to "Edius Pro 3" (why is that still there?)...
    Map audio tracks A1 as Channel 1 and A2 as Channel 2 (select the audio track and hit 1 or 2 to map (not on the NumPad))(hit 9 to un-map all tracks)
    Drag your clips to the timeline...
    Audio now becomes mono, equal in both channels and conforms to the channel level preset. (each separate channel now is -20 dB where before both channels combined where -20dB)
